FOIA programs must evolve and adapt to address requests for video records. Federal agencies create more video content today than ever before, whether that be in the form of law enforcement body camera footage, security footage of federal facilities, video conference meeting recordings, or training videos. If there’s a Golden Rule of FOIA, it is that if the government produces a record, requesters will want it. The following are video redaction best practices to consider for your FOIA program.

HIPAA requirements establish that personally identifying information captured by cameras or endoscopic instruments in operating rooms should be removed prior to sharing such information. This includes items such as faces (patients, doctors, nurses, etc.), text strings (patient charts, whiteboard markings, etc.) and any other identifying information. To comply with these requirements, doctors submitting videos to the American Board of Surgery for certification purposes have successfully been using the combined redactX/Caresyntax software solution for the last several months.
